Danzo's expression did not change. Lives were worth less than anything else in the Shinobi World. If the Wood Release experiments succeeded, he would not mind a few more deaths.

"The Yang Release in the First Hokage's cells is too overpowering. We could try balancing it with Yin Release. The result might surprise us."
Danzo fell into thought. Yin Release brought the Uchiha clan's Sharingan to mind first.
Nearly every Uchiha ninja who awakened the Sharingan possessed Yin Release. The First Hokage's cells were too overpowering, but with enough Uchiha to experiment on, they would eventually succeed.
The problem was that it was peacetime, and the Uchiha clan had suffered heavy losses. They barely had enough people to staff the Security Force, let alone send anyone out of the village on missions.
"I'll find a way to get Yin Release. Keep the experiments with the First Hokage's cells going. If you need more test subjects, send Root ninja to capture them.
"There are plenty of civilians in the Shinobi World. A few deaths won't cause much of a stir."
"Yes."
After watching the experiment a while longer, Danzo left the Laboratory. He needed to plan the capture of Uchiha ninja for the experiments. Balancing Yin and Yang might be the key to success.
A path to the pinnacle lay before him. He had no reason not to seize it, though acting within the village would make exposure all too easy.
Besides, Fugaku Uchiha now commanded the Security Force. Danzo was wary of his strength. Through years of war, no one had ever seen the full extent of Fugaku Uchiha's abilities.
Many suspected he had awakened the Mangekyo Sharingan, though no one had seen it with their own eyes. That was what Danzo feared most.
