History

Lu Zeming established the settlement in a defensible mountain stronghold and brought more than thirty displaced villagers there. He introduced basic grain rations, Work Points for additional food, and rules against crime. Adults farmed and maintained the settlement, while children studied literacy and cultivation. Kumi Uzumaki took charge of its daily operation 8.

At its first village-wide assembly, the community adopted the name Flower Village and the peony as its emblem. Lu called for the villagers to resist exploitation by producing food, welcoming refugees, and building strength together 22 23. Work transformed the stronghold into a settlement of brick-and-stone houses, farmland, paved roads, and an artificial lake 24.

Refugee arrivals brought rapid growth and recurring food shortages. When roughly one or two thousand people gathered outside the village, Lu arranged porridge, registration, temporary tents, and housing priority for skilled workers. Listening Yuka was appointed to lead resettlement 32. The population later reached 2,500, prompting new departments and ration cuts 43. Flower Village continued admitting refugees and planned greenhouses to help feed them through winter 44 45.

The Land of Grass’s Daimyo branded the village traitorous, leading to bounty-hunter attacks and an army assault. Flower Village survived through mobilization, barriers, traps, and Explosive Stones, though later fighting left extensive destruction and hundreds feared dead. The village began rebuilding and established a memorial for its defenders 53 54 59 60 65 69.

After a blockade cut off trade, Flower Village raised a thousand-strong army and captured Wihara Town, renaming it Weiyuan City. Lu then prioritized integrating the city rather than pursuing immediate further expansion 72 76 79 84.

Government and Daily Life

• Work Points reward civilian labor and can be exchanged for grain, housing, and other necessities. Posted jobs include clearing fields, building houses, and improving roads 23.
• Merit Points reward ninja work and missions; they provide access to supplies, equipment, and techniques through village institutions 23 25 71.
• Education includes evening literacy and story sessions, Flower Primary School for both ninja and ordinary children, and a compulsory three-month advanced class for village ninja 24 34.
• Ninja service is treated as a responsibility to the public rather than a privilege. Ninja work alongside civilians, including on farms and construction sites. Lu later renamed them the Awakened 34 41 69.
• Administration expanded to include agriculture, mining, livestock, machinery, textiles and light industry, resettlement, construction, and counterespionage 32 40 43 75.
• Flower Coins, backed by grain and exchangeable for goods, were introduced to connect Flower Village’s economy with Weiyuan City’s. Branch departments, shared schooling, registration, and public services further integrated the two places 84 85.

Development and Defenses

• Food production: Accelerated crop growth, greenhouses, and Spirit-Gathering Arrays supplemented conventional farming; soil still required nutrients after repeated rapid harvests 34 44 45 71.
• Industry and resources: The village produced Super Soldier Pills, Explosive Stones, and Spirit Stone equipment. Mountain exploration yielded medicinal herbs and a rock-salt deposit designated the Flower Village Salt Field 25 71 75.
• Construction: The First Construction Group was formed to manage shelters, roads, homes, waterworks, and walls. Its plans included an underground shelter with concealed entrances, ventilation, and water storage 40 41.
• Emergency planning: A chaotic evacuation during the Ghost Lantern Vine’s arrival led to village-wide drills and renewed attention to shelters 38 40.
• Military: Flower Village used perimeter traps, a protective barrier, Explosive Stones, and trained soldiers against larger attacking forces. After taking Weiyuan City, it reorganized its fighters and the city’s former defenders into four combat regiments 57 59 85.
• Transport: Spirit Stone teleportation arrays linking Flower Village and Weiyuan City were completed on April 13, allowing people and supplies to move between them rapidly 82 84.
