Background / History
Kong serves as a Marine Admiral and one of the World Government’s highest-ranking military commanders. He convenes a meeting with Garp, Sengoku, Zephyr, Tsuru, Dragon, and other senior officers after the seventeen-year-old Rono raids a Heavenly Tribute convoy and destroys its CP0 escort. Although the investigation reveals that Rono’s parents were murdered by a Celestial Dragon, Kong insists that the Marines must obey the World Government and carry out Mary Geoise’s extermination order 10 11.
Kong assigns Garp to pursue Rono in the East Blue while the Marines issue a worldwide warning and bounty. He understands that Rono’s possible recruitment by the Rocks Pirates could upset the balance between the Marines and the pirate crew 11 15.
When Rono captures Saint Charlos on Jaya Island, Kong orders Zephyr not to pursue because Charlos’s life takes priority.
