- News of the Golden City disaster has spread worldwide: nineteen Celestial Dragons were killed, damaging the World Government’s reputation and raising doubts about its ability to contain the Rocks Pirates.
- Some kings are considering withholding the Heavenly Tribute—or paying the Rocks Pirates instead—which threatens the Government’s finances and power.
- The Five Elders blame the News King for exposing the incident, but learn he is under Rocks’s protection at Hachinosu. They realize they can no longer easily silence reports or control the narrative.
