But a crew dressed entirely in suits looked more official than the Marines.

Smoker lowered his binoculars, frowning slightly.
Their warship was off to the side of the Victor Pirates' great fleet. The flagship had no view of them; only the ships on the outer edge could spot them.
And he had clearly seen the ships that had been sailing abreast begin to close ranks, curling back like a snake turning its head.
The White Hou had been left at the base. They were aboard an ordinary warship from the base.
Judging by their equipment alone, the Marines were worse off than the pirates.
But battles between top fighters had never been decided by firepower.
Atlas smiled, plainly unimpressed. "So they spotted us. Let's give them a good slap first!"
As she chuckled, golden light burst from her eyes. It pierced through the distance and shot toward the fleet.

The imposing fleet was skewered from end to end like meat on a spit.
Pirates who failed to dodge died on the spot.
"A Logia user too? Looks like Victor's got money."
With her superhuman vision, Atlas clearly saw a man in a black suit recover almost instantly after a hole was punched through his chest.
That was unmistakably Logia elementalization!
Victor had been captured and sent to Impel Down before Roger died.
