Tsuru proposes White Hou after Atlas defeats Golden Lion Shiki. She chooses “white” for Atlas’s preference for pure-white suits and “Hou” for a fierce legendary beast said to fight dragons. Sengoku subsequently announces the codename with Atlas’s promotion to Candidate Admiral 73 77.
