He simply needed a test subject.
So, to let the unlucky Mingyou know what had killed him, he smiled and explained, "I developed the Controller to unlock the hidden potential and talents within Pokémon. Once it sends out its signal, a Pokémon releases all its power—and falls under the Controller's command."

"Surprised? That's the power of science. It brings out a Pokémon's full strength and keeps it firmly under control. For this experiment, I had to stay in this wilderness for ages. This is Kyurem's birthplace, after all. It recovers more quickly here after I drain its power."
"You're the worst of the worst!"
Only now did Mingyou understand why the Pokémon had lost control. The signal forced out all their power, then machinery took over their bodies and controlled them remotely.
At Mingyou's judgment, Colress shook his head and smiled. "These are merely necessary sacrifices on the road to scientific progress. Someday, humans and Pokémon alike will thank me for making them stronger."
"I don't want that future!"
Mingyou's reply was cold. Miraidon glanced at him, and the next moment, the signal striking Ogerpon scattered without taking effect.
"Wum!"
"What!?"
Colress stared in disbelief. In theory, that was impossible. Had this Pokémon's power already been developed to its limit? No, that shouldn't be possible either.
"Wum!"
Ogerpon pulled out the Ivy Cudgel. She didn't know what had happened. She had felt power surge within her and disturb her mind, but with the mask that held her memories on her face, all she had to do was think of not hurting Mingyou. The feeling faded on its own.
