The morning after the Dobby incident, Hagrid entered the Great Hall carrying a basket of cabbages.
Dark shadows hung beneath his eyes, and a roll of parchment trailed from his right hand.
The parchment stretched from the entrance to the High Table, covered in potatoes, onions, flour, and salted meat. At the end were three barrels of fish whose names Gavin couldn't make out.
Noticing Gavin's curious look, Hagrid stopped beside the Hufflepuff table.
"Do you know how much stuff gets delivered to Hogwarts every day?"
Gavin glanced at the list and shook his head.
"I didn't either." Hagrid yawned. "Now I do, and I never want to find out again."
Once Dumbledore learned that Dobby could enter and leave Hogwarts at will—and had brought in a Music Box capable of creating illusions to try to oust the headmaster—he acted at once.
He clearly had no intention of giving another House-elf the same opportunity.
Last night, a Prohibition targeting only House-elves had been added around the school grounds.
Apparition inside the castle was unaffected, but the kitchen House-elves could no longer cross the castle walls at will.
From then on, every delivery had to pass through a designated route beside Hagrid's Hut. Both the House-elves and the goods they brought back would be inspected—

"It's Dobby and the Malfoys' doing." Hagrid hefted the basket of cabbages. "So why am I the one paying for it? I've still got forty-seven sacks of potatoes to check today, just to make sure nothing extra's been slipped in."
"Maybe it's because you're sturdy enough that ordinary Dark Magic Objects can't hurt you." Gavin tried to work out the headmaster's reasoning for him.
