It was a semi-underground organization because the werewolves' identities were still too sensitive.
Fear of the danger they posed and of their condition spreading had long subjected werewolves to hostility and discrimination from both wizarding society and its authorities, leaving them at odds with the mainstream.
Naturally, the Ministry of Magic would never establish an association to help werewolves. Turning a blind eye to them was already a considerable concession.
Back in 1637, the Ministry of Magic in England had even drawn up the Werewolf Code of Conduct, setting out werewolves' responsibilities. But the code had failed because no one signed it.
