As he spoke, "Scrimgeour" walked toward the Death Eaters still gathered near the lifts. Behind him, the real Scrimgeour's figure rippled like water and vanished.

The Death Eaters burst into scornful laughter when they heard the incantation. Fighting with the Water-Making Spell? The man must have been an idiot.
A moment later, their scorn turned to terror.
