Only someone who had awakened the Mangekyō Sharingan could understand what was happening with Uchiha Yi. Uchiha Fugaku was certain that even if he drained every last bit of Eye Power from his new Mangekyō Sharingan, he could never manifest a Susanoo like Uchiha Yi's. This, perhaps, was the true Susanoo.

Uchiha Fugaku's mind raced, but there was nothing he could do about Uchiha Yi now. He knew he had to keep his Mangekyō Sharingan secret and wait for a chance to deal with him.
Black Zetsu had been watching the battle all along. The sight of Uchiha Yi's Susanoo stunned him for a moment, but he soon regained his composure.
Uchiha Yi must be a descendant of Hagoromo Otsutsuki, or another reincarnation of Indra's Chakra. Nothing else could explain this.
And why could Uchiha Yi summon Susanoo with only a Three-Tomoe Sharingan? Wasn't that perfectly reasonable?
The original Sharingan had no Mangekyō stage. The Sage of Six Paths, at least, had never possessed a Mangekyō Sharingan. After Uchiha Yi's Bloodline Reversion, it was not entirely inconceivable that he could do this.
Fortunately, Uchiha Yi did not seem to have awakened the Rinnegan yet. Black Zetsu would have to cultivate an opponent for him.
Black Zetsu silently watched Uchiha Fugaku nearby. Fugaku had awakened the Mangekyō Sharingan and seemed to have misunderstood something about Uchiha Yi earlier, believing that Yi had controlled the Six-Tails. That was useful. Black Zetsu only needed to keep guiding him.
