The Land of Wind was still in turmoil, and so were the Land of Earth and the Land of Lightning.
Uchiha Yi had killed so many people in Iwagakure that Ōnoki could no longer easily suppress the Daimyo of the Land of Earth.
Ultimately, because of Uchiha Yi, the villages and daimyō of those three countries were still fairly evenly matched in strength.

Obito truly had no interest in politics, but Fugaku was hardly any better. He had practically handed over the entire Uchiha Clan.
Whether he was dealing with Konoha or his own clansmen, Fugaku had been useless.
Fugaku did not know how to govern a country, but he understood one thing: if he wanted revenge on Uchiha Yi, he had to build up the Land of Water and Kirigakure.
Fugaku hated Uchiha Yi, but he also acknowledged that Yi excelled in every respect.
As Madara put it, Uchiha Yi had inherited Tobirama Senju's shameless underhandedness from childhood. He had snatched the position of Uchiha Clan Head, for instance, and then become Hokage.
Just look at what Yi had done after becoming Hokage. Konoha's strength had risen dramatically.
Yi's own power and influence had grown just as much.
If Yi had done it and Konoha seemed better for it, what was wrong with Fugaku learning a thing or two from him?
When Tobirama Senju founded Konoha's Anbu and Ninja Academy, hadn't the other villages all followed Konoha's example?
