Even if a powerful Hokage made a mess of things, it would not spell Konoha's end. Besides, if anything truly serious happened, Uchiha Yi could clean it up. Even if he was gone, his descendants would be able to do the same.

By comparison, Minato Namikaze was better suited to be Konoha's Fifth Hokage. As for Kakashi Hatake, Sixth Hokage sounded about right.
