Background / History

Exclusion During the Nine-Tails’ Attack

During the Nine-Tails’ attack, the Uchiha were ordered to remain inside their compound rather than join the battlefield. The stated justification was that the Sharingan might provoke the Nine-Tails. The written orders went further: any Uchiha approaching the central battlefield could be treated as a suspected rebel. Authorization came from the Hokage Office, countersigned by the Advisors, with Root assisting enforcement 16.

A later-discovered appendix established that the lockdown had been prepared before the Nine-Tails went berserk. It authorized handling any forced departure from the compound under a rebellion contingency plan 22.

The Plot Against Shisui

Homura attempts to use surveillance records of Shisui’s meetings and shrine visits to establish an imminent coup. The incidents are genuine, but the reports omit Shisui’s efforts to restrain radicals and investigate suspicious activity. Fugaku confines the clan to its compound so that an angry response cannot support Homura’s accusations 27 28.

At the Old Naka River Bridge, Itachi questions his assignment and arrests Homura instead of attacking Shisui. Captured Root operatives carry a Kotoamatsukami Seizure Plan targeting Shisui’s right eye. It proposes fabricating a coup crisis and using the stolen ability to alter the loyalties of Fugaku, Naruto, and key jonin 28 29.
