Until now, all the navy had needed to do was draw their swords and fight. The World Government had handled everything else. With the World Government gone, they would have to fend for themselves.
Akainu asked, "Do you have a good idea?"
Rubick looked surprised. "Akainu, you're finally willing to talk like a reasonable person?"
Akainu scoffed. "Because I have a higher form of justice to carry out."
"Oh, please," Rubick said. "You think I don't know what you're like? A small portion of pirates took to the seas because the Celestial Dragons oppressed them so badly they couldn't survive."
"But most of them did it because Roger mentioned the One Piece before he died. Honestly, the sooner a pirate finds the One Piece, the sooner the Great Pirate Era can end."
"The trouble is, Roger's One Piece is really just a secret. It's a secret that would strip the World Government of its position and power."
"What a shame," Rubick said. "My original plan was to help Luffy reach Laugh Tale as quickly as possible, then reveal Roger's secret to the world. With Robin able to decipher the Poneglyphs and Ace being Roger's son, that would have brought the World Government down."
"But now I've smashed the World Government to pieces, so none of that matters. Don't worry, though. When it comes to eliminating pirates, our interests are aligned."
Rubick continued, "So I want you to attack Big Mom's Totto Land now. I'll go to Wano Country and join Luffy in defeating Kaido and Big Mom."
"I agree," Sengoku said. "Let's vote by a show of hands."
Garp, Tsuru, Kizaru, and Fujitora quickly raised their hands. Ryokugyu looked at Akainu, who finally raised his hand too.
Akainu stood, visibly annoyed. "I'll
