During his showdown with Ace, Blackbeard had made it clear that those four couldn't handle Ace. Evidently, none of them could use Haki.
They probably wouldn't learn Haki until after the Paramount War, when they got the benefits of a version update.
The ones Blackbeard brought out of Impel Down were his real heavy hitters. Being locked up on the sixth level was proof of their strength.
