Geography and founding

Sky Country occupies a sky island above the White-White Sea. Land and conventional resources were scarce: Rubick initially estimated its area at roughly 200 square kilometers, and reaching the world below was difficult 106 130 133.

After killing Enel, Rubick claimed kingship with the support of the former Skypiean ruler, Foer, and the Shandian chief, Kapa. He promised to unite their peoples, rename God’s Island Sky Island, establish a shared city called Shandora, and return the Golden Bell to the Shandia. Foer and Kapa rang the bell together to mark the end of their long conflict 129.

Government and defense

  • Rubick — king. He remained behind when the Straw Hat Pirates departed so he could govern and teach Sky Country’s people Haki 130 131.
  • Kapa — prime minister. The former Shandian chief was assigned agriculture, population counts, construction planning, and care of the Golden Bell 133.
  • Foer — fleet admiral. The former Skypiean ruler commands the Sky Legion, responsible for external defense 133.
  • McKinley — director of the Public Safety Bureau. His existing squad was retained to protect public safety 133.
  • Wyper — commander of the Special Forces. His group was assigned to confront pirates and acquire resources; he later served in operations on Jaya 133 155.
  • Conis — finance minister. Country spending requires her approval; she also served as Rubick’s secretary 132 156.
  • Dino — captain of the guard. He returned to Rubick’s service after working in Alabasta 155.

Rubick began Haki instruction to reduce the forces’ dependence on Dials, while retaining Dial equipment with useful tactical applications. He and Foer also proposed combining academic and combat instruction for future soldiers 134 155.

Economy and infrastructure

  • Currency: Rubick proposed Gold Coins minted from the Ark’s gold, with other metals mixed in to create smaller denominations. Sky Island had previously used Extol 130.
  • Products: Sky Brand cigarettes, coconut canned goods, and Sweet Wine became successful exports 199.
  • Air transport: Flying Dragon airships connected Sky Island with Jaya and Alabasta. By the time of Hancock’s visit, each route had two round trips daily; a tourist ticket cost 10,000 Beli 196 197.
  • Jaya transit hub: After allied forces expelled Jaya’s pirates, Sky Country developed a western city with residential, administrative, and trading districts, plus a skyport and seaport 147 196.
  • Public services: Rubick planned a hospital and a school system spanning kindergarten through university. The growing system remained short of teachers 201.
  • Other attractions: Sky Country developed Cloud Cars and a popular racetrack in its southern bay 199.

Foreign relations

  • Alabasta and the Dragon Kingdom — The three countries formed an alliance. Sky Country hosted a Dragon Kingdom expedition, while Alabastan workers helped build its new city 152 159 199.
  • Fish-Man Island — Rubick offered the protection of Sky Country’s flag and brought Neptune’s sons to the kingdom for training 193.
  • Amazon Lily — Rubick proposed political and commercial union, including self-governance and a share of the airship business. Hancock toured Sky Country but deferred a decision so her people could be consulted 198 201.

Symbols

  • Golden Bell: Returned to the Shandia and used to commemorate peace; Rubick subsequently ordered it rung regularly 129 133.
  • National flag: Rubick proposed blue, green, and white bands featuring the Golden Bell and wings 134.
