the overwhelming majority of those who possessed Conqueror's Haki only used their force of will to clear out weaklings and intimidate others.

Yet it caused the Marines enormous trouble every time. Right now, for example, it had directly disrupted the Allied Forces' plans.

Although they had blocked the tsunami, they couldn't stop Conqueror's Haki. There was simply no way to guard against it unless someone with the same potential of a king opposed it.
