Army General "Storm Dragon" was not strong enough to threaten them, so they did not take him to heart.
The powerful CP0 Chief might prove troublesome, but they could handle him too.
But that was in a head-on confrontation.
If those two simply stayed in the air and followed them, the Roger Pirates could do nothing about it.
Realizing this, Roger made full use of his ability to play hide-and-seek with the Marines and the World Government.
Sometimes, the World Government and the Marines pinpointed the Roger Pirates' general location but still could not find them.
Still, the government and the Marines were not worried. The New World Front was their territory, and no matter how well the pirates hid, there were places they had to visit.
In the waters near the Red Line in the first half of the Grand Line, coating materials were mainly available around the Sabaody Archipelago.
In other words, if the Roger Pirates wanted to reach Fish-Man Island, they had to pass through the Sabaody Archipelago.
Even illegal coating sites would not be far from the Sabaody Archipelago.
Normally, the World Government could turn a blind eye.
Now, to deal with the Roger Pirates, they would not let any opportunity slip away.
The Marines and the World Government had already made their
