Background / History

Kong’s Protégé

Garp rises alongside Sengoku and Tsuru under Kong’s protection. Kong and Fleet Admiral Black favor him partly because he has no entrenched factional interests behind him. Training and Marine publicity make Garp and Sengoku the organization’s brightest young stars, although they initially lack major accomplishments 51 52.

His temper repeatedly obstructs his advancement. When Storm Dragon publicly ignores Kong, Garp launches a Haki-charged attack that Kong stops before impact. Still a Rear Admiral, he then sails without authorization to challenge Newgate. Their prolonged duel leaves both exhausted and badly injured, with neither securing victory 141 142.

War Against the Rocks Pirates

Garp volunteers to defend the East Blue during the Government’s containment campaign. There, Violence King Kosa overwhelms him through superior strength, speed, and his awakened Muscle-Muscle Fruit. Garp continues resisting, driven by the need to protect his home; the pressure begins pushing his strength upward 189 190.

In Sea Era 1483, Garp joins Sengoku and Zephyr in an operation against the Rocks Pirates’ intelligence bases. He pursues Shakky but abandons that pursuit to protect his warship from Hades’s Death Dragon. Hades subsequently overwhelms him with All Things Are Impermanent, forcing Sengoku and Storm Dragon to intervene and retreat with him 196 197 198 199.

At God Valley, Garp joins Saint Garling against Rocks D. Zebek. Their combined assault makes Rocks fight seriously, but Garp cannot defeat him. Rocks ultimately dies under Uranus’s fire. Government propaganda elevates Garp’s popularity as a principal fighter against Rocks, but the narrative explicitly distinguishes this from Garp defeating Rocks and earning the “hero” designation 212 223.

East Blue Governorship and Return to the Grand Line

After God Valley, Garp rejects Kong’s offer of promotion to Admiral and instead becomes Governor of the East Blue. His suppression campaigns bring enough stability that the region no longer requires a Top Combatant stationed there 235 325.

Returning to the Grand Line, he encounters twenty-four-year-old Kaido attacking a Marine fortress and defeats him before he can escape. Kaido is subsequently confined in a secret research base because of his lineage and Devil Fruit 325.

Garp also prepares Dragon for Marine service through intensive childhood training and years of travel together. Before returning to the New World, he entrusts his twenty-four-year-old son to Zephyr’s Elite Training Camp 342 353.

Against eighteen-year-old Typhon, Garp’s technique and Haki overcome the young pirate’s raw strength, regeneration, and unstable mutations. Sengoku and Storm Dragon assist, but Typhon ultimately escapes underwater 367.

Roger’s Pursuer and the Mozartel Decision

Garp pursues Roger for more than twenty years. His attacks increasingly target the Oro Jackson, culminating in a giant iron-ball strike that damages its hull and dragon bone despite the crew’s coordinated defense 410 411.

When ordered to protect Mozartel Kingdom’s king, Hamza, Garp deliberately steers Roger’s crew toward the kingdom. He privately considers Kaido’s rule preferable to Hamza’s enslavement of the population and intends the Roger Pirates’ interference to explain his failure. His men keep quiet, while Tsuru recognizes his choice and supports him 412 416 418.

Roger’s crew plays along with the cover story but fights Garp seriously. Their coordinated attacks steadily exhaust him, allowing Kaido to continue against Hamza. Both the Marines and Roger Pirates eventually depart 418 421.

Government Campaigns Against Roger

Damage to the Oro Jackson supplies the Government with photographs supporting claims that Garp has cornered Roger. Garp’s public reputation rises, even as the crew continues escaping 447.

Garp remains committed to capturing Roger despite their friendship. During one encirclement, his doubts about the trap prompt Tsuru and Sengoku to expand the search area. Later, he eagerly accepts another tracking assignment when Roger returns to the Grand Line 451 497.

In the large joint Government operation, Garp and Sengoku attack Roger together, relying on decades of combat rapport. Believing Roger dead afterward, Garp returns to Headquarters to recover emotionally; reports later confirm Roger’s survival 514 518 523.

In 1498, newspapers announce that Garp has captured the Pirate King. Roger’s public execution is scheduled for September 8 at the Sabaody Archipelago 567.

Before his execution, Roger entrusts his wife and child to Garp. Garp accepts because the child is innocent, but finds no trace of them on Baterilla Island. After locating Rouge under the Holy Light Empire’s protection, he approaches her personally and refuses to remove her against her wishes 630 635.

Dragon’s Break with the Marines

Dragon leaves the Marines after speaking with Garp, deleting his service record and abandoning his uniform. Garp struggles with the prospect of eventually facing his own son as an enemy 523 533.

Dragon later invites Garp to join his cause, and the two fight. Although unhappy with Dragon’s decision, Garp is privately glad that his son has found a purpose. He tells Marine leadership not to hold back against Dragon, choosing to uphold order despite recognizing the system’s flaws 625.

Dragon’s revolutionary activities also damage Garp’s standing with the World Government. He is excluded from a secret Mary Geoise meeting, and his strength and influence are described as the reasons the Government has not imprisoned or executed him 903.

Impel Down and Later Battles

During the Impel Down breakout, Garp prioritizes stopping the prisoners rather than merely defeating Shiki. Reinhardt and Goenitz cannot halt his advance, and Galaxy Battleship destroys one of the escaping warships. Shiki strikes him into the sea and attempts to drown him, but Garp punches back to the surface. Shiki withdraws with the remaining escapees 759 760.

At G-3, Garp arrives after Krizalid’s resistance buys time against Byrnndi World. World’s self-amplification overpowers Garp’s Galaxy Impact, but Garp recovers and prepares to continue. World withdraws rather than strain his injured wrist or risk further reinforcements 796 797.

In another major battle, Garp regains consciousness just before Carnage Kabuto can eat Zephyr. A Conqueror’s Haki-coated punch interrupts the attack and saves his comrade 816.

Battles with Teach

Garp abandons his pursuit of the Red Hair Pirates to confront the Black Emperor Pirates at Drum Kingdom, with Borsalino providing support. Initially, his superior speed, Haki, and technique allow him to inflict devastating injuries on Teach 952 965 966 969.

Teach’s regeneration, stamina reserves, and coordinated Dark Jades prevent a decisive finish. During their day-long battle, Teach improves his Haki and learns Conqueror’s Haki Coating. Garp realizes he has become an unintended “sharpening stone” for the younger pirate. Teach eventually withdraws, leaving Garp unable to stop him and convinced that he will become a major threat 970 971 975.

At their later confrontation, Garp intends to kill Teach before that potential grows further. Instead, Teach’s increased strength and precise Dark Jade control trap him. A feint makes Garp break both arms with his own knee strike, followed by a devastating punch 1140 1141 1142.

Borsalino intervenes, and Kuzan rescues Garp. Garp resets a broken arm and admits he cannot handle Teach alone. He returns alongside Zephyr, planning mutual assistance whenever Dark Jade restrains either of them 1143.

Raising Luffy

Garp brings five-year-old Luffy from Foosha Village to Marine Headquarters. The move protects his grandson and the village from possible Government coercion over Dragon, while allowing Garp more time with Luffy 1179.

He remains capable of defending Headquarters: when Kaido appears above Marineford, Garp meets his Bolo Breath with Galaxy Impact, with neither attack decisively prevailing 1189.

Growing up among Marines changes Luffy’s ambitions. He wants to become a powerful Marine and proudly watches Garp at an investiture ceremony. Garp later introduces him to Shanks, joking that Luffy should someday arrest the pirate 1217 1224.

Dragon’s Death and Semi-Retirement

When Garp learns that the United Government has destroyed the Revolutionary Army and killed Dragon, he smashes through a conference-room wall and leaves. He grieves that, despite anticipating the danger of Dragon’s chosen path, he never saw his son again 1277.

Nearly six months later, Garp asks to retire. Sengoku, Tsuru, and Zephyr persuade him to remain in a quieter role away from the front lines. Retaining Marine benefits and providing Luffy with a secure upbringing influence his decision. He takes Luffy to the East Blue while recovering from his loss 1278.

His apparent impulsiveness does not exclude calculation. At Mozartel, he engineers a believable excuse for disobeying an order he considers unjust. He repeatedly refuses promotion to Admiral and does not automatically equate Government demands with his own sense of justice 235 416 418 451.

Garp nevertheless chooses to preserve order rather than join Dragon’s revolution.
