Shiki walked slowly to the palace doors. Gazing at the vast night sky, he spoke in a low voice.
This brief lull could not extinguish the fire in Shiki's heart or stop his ambition to overthrow the World Government.
The more power the World Government displayed, the more determined he became.

Reinhardt froze for a moment, then quickly understood.
"Understood, Admiral."
Shiki had been thinking about what had led to this situation.
His own carelessness was one reason. The World Government's superior overall strength was another.
And there was something else: they had failed to bring their full strength to bear. Their forces had been too scattered.
He had not known that the Beasts Pirates had also sent "Wildfire" King to attack Marine Headquarters.
Nor had he known that the Monster Legion had sent fighters to Marine Headquarters and other Marine branches.
Not that either move was a problem in itself.
But it was clear they had not coordinated with one another.
Their main fighting force had been Byrnndi World and the Flying Pirates.
Bringing in the Monster Legion and the Beasts Pirates had been an afterthought.
The operation had been flawed from the start.
There had been no complete plan.
No one had worked out what to do after the Magnetic Storm Bomb exploded, depending on how events unfolded.
They had never thought about it.
Or rather, once the initial attack ended, everything had spun out of control. They knew only how to fight, with no grasp of the war as a whole.
They had even convinced themselves they could hold their own.
War was a means to achieve a goal, not just endless fighting.
