Ch. 561The Government's retaliation plan
Key plot points and events
- After three days of fighting, Kozuki Oden dies from exhaustion and his accumulated injuries. His swords, Enma and Ame no Habakiri, remain planted in the ground.
- Kurozumi Hachinosu confirms Oden is dead before leaving with Kanjuro and the Orochi Pirates. Oden was the Kurozumi Clan’s greatest threat, and Hachinosu would have killed him himself if Zack had spared him.
- In Mary Geoise, the Five Elders learn that Zack’s invitation was a trap. The World Government has lost CP0 Chief Black Dragon and six other agents, and the Elders are furious.
- The Elders decide to preserve what they can: they will ask the Kurozumi Clan to maintain their Seastone trade, possibly with better terms, and turn to the underworld if necessary. They refuse to approach Zack directly, both because he controls the supply and because doing so would damage their pride.
- The Five Elders authorize the “Demon Dragon Operation,” a plan to provoke war between the Overlord Dragon Pirates and the Demon King Pirates and draw other factions’ attention to Dragon Island. The plan is a response to the pirates’ betrayal, though it had been conceived before the World Government was attacked.
- Hades learns of the outcome and finds the CP0 losses darkly amusing: the agents who thought they were using the pirates were actually being targeted. He arranges for famous swords to be sent to the Kronos Kingdom and receives Ryuma’s preserved body, hoping cloning might allow his son, Ignis, to revive the legendary samurai.
- Oden’s body has been swallowed by Hachinosu and will be dissolved. The chapter closes by declaring Wano Country utterly destroyed.
Character developments and interactions
- Oden dies after fighting beyond his limits; his death removes the Kurozumi Clan’s greatest obstacle.
- Hachinosu is shown as cautious and ruthless: he personally verifies Oden’s death rather than relying on Zack’s actions.
- The Five Elders shift from anger to damage control, balancing economic interests against their pride and political authority. Their discussion also reveals tension between the Elders and the broader Celestial Dragon Council.
- Hades treats the government’s losses as the predictable result of underestimating Zack. He also looks ahead, viewing Ryuma’s body as a possible gift for Ignis.
- The Kurozumi Clan and the Overlord Dragon Pirates share satisfaction at the battle’s outcome, while the World Government is left to manage the consequences of its failed assumptions.
Significant themes
- Overconfidence and miscalculation: The World Government’s effort to manipulate events backfires when it fails to recognize that it has become the target.
- Power, pride, and political stability: The Elders weigh practical needs against Celestial Dragon dignity and the risks of disrupting Mary Geoise’s internal balance.
- The cost of power: Oden’s strength cannot overcome the physical toll of a prolonged battle.
- Control of resources and strategic territory: Seastone and Wano’s mines make the country a prize fought over by competing factions.
- Death, legacy, and resurrection: Oden’s end contrasts with Hades’s interest in using cloning technology to potentially restore Ryuma.
