History

The Senju and Uchiha clans founded Konoha together. By the time of the Uchiha clan massacre, the Uchiha lived on the village’s outskirts, away from their former grounds 20 47. The massacre and simultaneous attacks on the Sarutobi and Shimura compounds plunged Konoha into a political crisis. Surviving Uchiha challenged the leadership’s account of the killings, while the newly appointed clan head, Uchiha En, opposed proposals to isolate and disarm his clan 9 13 16.

En built support among other clans and expanded the Konoha Military Police Force beyond Uchiha membership. The Hyuga clan publicly backed the force by sending two jōnin to join it 55 60 61. Konoha’s leadership later allowed the Uchiha to reclaim their former compound 32 34.

After a dispute over the Fifth Hokage succession, the jōnin assembly confirmed En as Hiruzen Sarutobi’s successor. The Land of Fire Daimyo approved the appointment, and En became the first Uchiha represented on Hokage Rock 97 98 99. His government subsequently arrested leading members of the Sarutobi, Mitokado, and Utatane clans following Hiruzen’s death in the failed allied campaign against Akatsuki 119 129 130.

Government and institutions

En disbanded the Anbu and reassigned its personnel to reconnaissance or internal policing 100 105. His other reforms included:

• Point-based missions — Shinobi can exchange earned points for techniques, equipment, and instruction, providing civilian-born ninja a route to training resources 100 101 105.
• Expanded Ninja Academy — Talented orphans from across the Land of Fire became eligible to enroll, with specialized training paths added 100 105 109.
• Broader police recruitment — Non-Uchiha recruits gained access to salaries, training, and opportunities to learn permitted Uchiha ninjutsu 55 56 60.

External relations

• Land of Fire Daimyo — The Daimyo approves Hokage appointments and can demand military assistance. En later challenges the assumption that Konoha must defend the Capital without substantial funding 98 111 130 180.
• Kumogakure — A dispute over compensation ends with Konoha’s Military Police inspecting the visiting delegation and En ordering it to leave 84 85 86.
• Sunagakure — After losses to Akatsuki and the destruction of the Land of Wind’s capital, Sunagakure approaches Konoha about its future. En uses Konoha’s detailed intelligence on its shortages to strengthen his negotiating position 166 176 177.
• Akatsuki — Konoha joins a four-nation campaign against the organization. Pain routs the allied army, and former Hokage Hiruzen dies during the retreat; the defeat prompts Konoha to reassess its defenses 111 119 120.
