Minato Namikaze had served as Acting Hokage for years, but this was his first time planning the Chunin Ninja Exams. He had spent the past few days worrying himself sick. Just when he thought he might tear out the last of his hair, he finally made some progress. He almost wanted to celebrate, but he held back.
The plan was settled, but he still had no idea who the proctors should be. He needed to decide quickly, or it would be a real headache if Lord Yin dropped by on a whim to check on things.
