The envoy knew why Hiruzen Sarutobi wanted to bring Sunagakure into it.
He feared Kirigakure might be plotting something, so he was drawing Sunagakure in as well.
That way, Kirigakure wouldn't dare make a rash move against Konoha.
If it did, Sunagakure could easily get dragged into the conflict.
After its defeat by Konoha, Sunagakure had become Konoha's ally.
The alliance was hardly solid, but Sunagakure needed time to recover just as Konoha did. It wouldn't want another war and would surely stand on Konoha's side.
