Background / History
Billy has searched for his missing wife for years. His only lead connects her disappearance to Homelander and Vought International, and he harbors an intense hatred of Homelander 15 30.
He approaches Hughie after A-Train kills Hughie’s girlfriend, Robin. Billy wants Hughie to plant a listening device beneath The Seven’s conference table, then shows him nightclub footage in which A-Train jokes about Robin’s death. Hughie initially resists the assignment 15 17.
When Translucent attacks Hughie, Billy helps capture the supe. An armor-piercing round fails to penetrate Translucent’s skin, so Billy constructs a remote-controlled bomb to exploit a possible weakness inside his body. Hughie detonates it while Billy is away distracting Homelander. Billy later cleans the scene and conceals the remains in a zinc-lined box that blocks Homelander’s X-ray vision 29 30 31.
Billy subsequently investigates A-Train’s connection to The Female with Hughie, Mother’s Milk, and Ryan. He helps surveil her home, poses as an autograph-seeking fan to keep A-Train outside while Hughie accesses a camera feed, and later supplies Ryan with a tracker for monitoring Homelander 35 36 49.
Later, Billy finds Kimiko’s younger brother, whose telekinetic powers he considers dangerous, and alerts Ryan. When Ryan brings Kimiko to meet him, Billy drives a van into her brother and pins him against a wall, interrupting their reunion. The man dies from his injuries. Billy initially fails to understand Kimiko’s reaction, then becomes embarrassed when Ryan explains their relationship. Billy and Hughie attend the brother’s funeral 134 135.
The Boys subsequently fall apart: Hughie joins an agency opposed to Vought, while Frenchie and Mother’s Milk drift away from Billy. Still searching for Becca, Billy asks Ryan to arrange a meeting with Homelander. When Ryan warns that Homelander could kill him, Billy attempts to take Ryan hostage in a car rigged with explosives. Ryan detonates the car himself and emerges unharmed, leaving Billy at a loss over how to continue his search 135 136.
Appearance
Billy is a burly man with a thick black beard and a haggard, intimidating look 15.
- His hands are heavily calloused from years of training 15.
- His tired eyes can carry a wild, barely restrained intensity 15 35.
Personality
Billy is forceful, sarcastic, and willing to intimidate people to advance an investigation. He painfully squeezes Hughie’s hand, punches him during an argument, and pressures him to take risks Hughie fears. His campaign against superheroes is tied to personal vengeance, especially against Homelander 15 17.
He is also resourceful under pressure. He improvises a bomb when a rifle fails against Translucent, draws Homelander away with a separate explosion, and exploits A-Train’s public persona to delay him with an autograph request 29 30 36. Despite his abrasive manner, he develops a teasing rapport with Ryan and briefly wonders whether a child of his own would have been Ryan’s age 17.
Billy’s suspicion of supes can make him dangerously impulsive: he attacks Kimiko’s brother without realizing he is interrupting a family reunion. As his allies leave and his search for Becca continues, he becomes desperate enough to try using Ryan as a hostage 134 135.
