Annan had no hope of getting his hands on it with his current strength, but Lady Deepwinter did. Her Guard Captain and Court Mage, for instance, were an Epic warrior and an Epic Mage.

So after the Magic Ring fell into Lady Deepwinter's hands, Betar City went quiet again. Perhaps they were negotiating with her, or perhaps they were gathering the strength to cause another upheaval...
That had little to do with Annan. He was absorbed in the pleasure of creating "Betar's Redemption."
"Betar's Redemption" was harder to adapt to local conditions than "The Mage Tower's Fall." Annan knew the Dungeon in Betar City had no yard, no time outdoors, no sewers, no parole, and not even life sentences. Why waste food keeping an evil person alive? The Dungeon was crowded; Hell was empty.
"The Mage Tower's Fall" could at least pass for fabricated history because the Mage Tower really had been rebuilt, giving audiences something familiar to connect with. But locals knew exactly what the Betar City Dungeon was like. Prisoners had work, food, and rooms of their own... That was already better than most Civilians had it.
Annan chose to stick close to reality. As for the yard he couldn't explain away... There was an open patch of ground outside the Dungeon, perfect for enclosing with a high wall. He even knew who would build it.
Timber and masonry took too much time and effort. Why not use Breeze City's latest alchemical product: cement? In a week at most, an attractive, sturdy wall would rise from the ground.
