Background and history

After Levis Reeves disappeared, the Olmedo family and allied old nobles installed Jeffrey Olmedo as lord of Breeze City. Because her family benefited from the Reeves family’s downfall, it remained under suspicion 55 86. Olmedo nevertheless approached Annan Reeves as an ally: she wanted to find the threat to Breeze City, while he sought whoever had attacked his family. She promised to put the city ahead of her own family if their interests conflicted 99.

During the Ratfolk assault on Breeze City, Olmedo led cavalry charges and refused to spare captured nobles whom she identified as criminals. When her father, Augusta, began preparing a magical detonation that threatened the city, she killed him. The act secured her standing with Breeze City’s councilors, but she continued to grieve his death and admitted responsibility for people displaced by his actions 145 146 149.

Olmedo later signed a formal trade and military alliance with Annan’s Star-Moon Bay, with the two rulers recognized as equals 312. After the loss of Breeze City, she helped govern the displaced population at Shelter Cove Town. She subsequently joined Free City’s leadership, bringing her experience of running a city to Annan’s administration 354 389 492 599.

Olmedo is practical, politically cautious, and willing to challenge Annan’s proposals. She rejects direct funding requests while offering workable alternatives, questions the risks of admitting outsiders, and considers how new technology might affect workers 150 184 555. Her commitment to Free City often keeps her working late, even when Annan urges her to rest 820 1584 1615.

She is protective of Annan without simply agreeing with him. She quietly arranges an escort for his journey, drives away royal knights sent to arrest him, and warns him when his plans could endanger Free City’s independence 162 263 1417. Their familiar teasing coexists with a shared ambition to build the city; at a New Year banquet, she confides that she misses her father, and Annan reassures her of their work together 1432.
