The Lower River Police Department's Conference Room was thick with smoke. Anyone who did not know better might have thought the room was on fire, but those who did knew it was the work of a roomful of chain-smokers in a long meeting.
Smoking was banned in more and more public places, but police work was dangerous, and officers tended to pick up habits that eased the strain. Even the department's top brass were no exception.
What they were discussing was, of course, the brazen Martial World Order issued by the General's Temple—or rather, by Tang Changsheng.
More than half the officers were furious about it. Lower River was a society governed by law. How could the police tolerate an order like that?
