At Bilborn's urging, a video conference about the future Fate of all humanity on Blue Star was convened in a hurry.
Although an asteroid striking Blue Star was a crisis for all humanity, Bilborn had never intended to bring hundreds of countries across Blue Star into the meeting.

Besides, observatories had issued similar warnings before, and every one had turned out to be a false alarm.
