Only after Simoya left did Hesta move the documents she had just smashed onto the floor back onto the desk.

These were indirect pieces of evidence that Kendall had close ties to Deep Anchor, all organized by Hesta herself. She was not good at paperwork, so the matter had progressed slowly—until she realized it could no longer be delayed.

Kendall was careful in everything she did and had left almost nothing suspicious behind. Hesta suspected part of that was because she herself lacked the intuition and experience for this. But aside from her, there was no one else suitable to handle it right now—after all, she had promised Simoya that she "would not participate in operations against Deep Anchor" and "would not disclose information related to Kendall."

Yet among the evidence she submitted to Office No. 2, the most persuasive proof was precisely those two demands from Simoya: as Kendall's trusted secretary of many years, her active request to keep silent on the issue of Deep Anchor was enough to show that both she and Kendall were connected to it.

Hesta did not expect this to get the higher-ups to decide to arrest Kendall. But given Headquarters' emphasis on civilian interests, she should be able to use this collection of near-hearsay evidence to obtain restrictions on Kendall's movements during a specific period.

Only, if she used Simoya's words as the blade aimed at Kendall, would that still count as keeping her promise "not to let Simoya participate in operations against Deep Anchor"?
