Ksenia said nothing. She lowered her gaze to the letter of commitment again.

The first five pages detailed her project and the various forms of support the school would provide if it were selected. The final page was the focus of the letter:

"...As the person in charge of this project, citizen Ksenia hereby promises, in order to ensure the smooth implementation of the research project, that prior to signing this letter of commitment, I have not made any of the following statements or engaged in any of the following conduct. From the date of signing this letter onward, I neither have nor will make any statements or engage in any conduct that violates laws and regulations, policies, moral standards, public order and good customs, social ethics, or that involves improper remarks or any other behavior that may adversely affect this project, including but not limited to:

(1) Directly or indirectly publishing or making statements or engaging in conduct that violates social morality, public order, and good customs;

(2) Conduct suspected of violating regional policies, laws and regulations, administrative rules, provisions of the competent authorities, social morality, or public order and good customs;

(3) Any circumstance in which coercive measures are taken by a United Government authority, criminal prosecution proceedings are initiated, or administrative penalties are imposed.

"If I violate the above commitments, I will return in full the matching funds provided by District 14 Industrial University. At the same time, I will fully compensate District 14 Industrial University for all losses caused by me, including but not limited to reputational damages, liquidated damages, administrative fines, third-party claims, attorney fees, litigation fees, appraisal fees, travel expenses, communication fees, and so on. District 14 Industrial University shall bear no responsibility.

"I hereby confirm and undertake this commitment."
