Background / History
Evil Extermination Department Supervisor
Leng Cang served as the Supervisor of the Yongning Sky Patrol Division's Evil Extermination Department. When Qin Yang transferred to Yongning Prefecture City, Leng Cang received him, arranged his lodging, and became one of his principal superiors within the division 155.
He protected Qin during the investigation of a masked intruder, recognizing the internal political dangers surrounding the incident. He later assigned Qin missions, provided contribution points and intelligence, and openly supported retaliation against the Black Fish Tower after its third master attacked Qin 156 170 177 181.
Purge of Yongning's Internal Threats
Leng Cang helped orchestrate the exposure of Yongning Prefecture's Nine Great Families. Anticipating their ambush at a post station, he recruited Zhou Dingtian of Tianyang Gate, Shangguan Yun of the Lishui Sword Sect, and Master Feiyu of White Crane Temple as reinforcements 202.
During the raid on Wenxin Temple, he led the Evil Extermination Department into the compound and fought Monk Kunkxin, a Five Energies Returning to the Origin martial artist. Leng Cang was heavily injured in the battle but continued coordinating the operation and secured the search for the incomplete Ghost Seed beneath the temple's ruins 209 213 214.
Division Chief
After the Northern Flood Dragon Army's destruction, Leng Cang was ordered to return to the Great Yue Imperial City with the case files. Before leaving, he appointed Qin Yang as Yongning's Deputy Division Chief, relying on Qin's reputation and strength to deter unrest 241.
Leng Cang later returned from the Imperial City as a Mysterious Attainment martial artist. He announced that he would become Yongning Sky Patrol Division's new Division Chief, while Qin would no longer hold the deputy position 256.
Capture and Rescue
As ghost artifacts overwhelmed Yongning Prefecture, Leng Cang continued personally handling incidents despite his injuries. He stated that he was honoring a promise to the late Song Yechen not to let Yongning descend into chaos 279.
During the Southern Barbarian invasion, Leng Cang was captured by the Other Shore Cult's High Priest. Though severely wounded and facing execution, he refused to reveal Qin Yang's whereabouts 283. Qin subsequently rescued Leng Cang, Zhao Xinmo, and the other prisoners during the escape from Yongning Prefecture 286.
Final Defense of Yongning
By the time Qin returned to Yongning, the city had become a ruin infested with resentful spirits. Leng Cang, now a Martial Saint, remained behind to contain Malevolent Spirits and prevent a high-grade black-snake ghost artifact from spreading its corruption further 362 363.
Leng Cang blamed himself for the city's fall, but Qin rejected that guilt and accompanied him to confront the artifact. After Qin annihilated the black snake, Leng Cang expressed gratitude and accepted his death without regret; his spirit then dispersed alongside the city's other departed souls 362 363.

Personality

He is also pragmatic toward capable subordinates. He rewards Qin with contribution points, provides intelligence when it serves the division's goals, and entrusts him with difficult missions while warning him of their risks 165 181 207.
His defining trait is responsibility. Even while injured and overwhelmed by ghost-artifact incidents, he continued defending Yongning because of his promise to Song Yechen. He remained defiant under torture and captivity rather than betray Qin's location 279 283.
