He had just given the order to arrest them, yet that smile still lingered on his face.

Since it was that lot, why the hell should he hesitate?
He could arrest them, and that was that.

Meanwhile, seeing the smile on Yan Uchiha's face, Konoha's villagers gradually settled down from their agitation.
Everyone turned back toward the three men who had been arrested, and a babble of discussion erupted.
"I've never seen any of these three before!"
"I don't remember them either. Do you know them?"
"No!"
The villagers chimed in one after another, all shaking their heads. Of all the people present, not a single one knew those three.
At the sight, the corners of Yan Uchiha's mouth curled up slightly.
"I'm sure you all see it now." He spoke unhurriedly. "I thought something was off earlier. It's just a thief. Whether we arrested the right person or not, it shouldn't have caused an uproar across the village."
"When something's this unusual, there's something shady behind it. These three I arrested were the ones hiding in the crowd and stirring everyone up."
"We can discuss the thief later. Right now, I think these three are most likely agents sent by another village. I'd like to question them first, so I'm
