Background / History
Konoha was founded by the Senju and Uchiha, with other shinobi clans joining them. Its founding structure preserved substantial clan autonomy: the village is described as a loose federation rather than a fully centralized state 100.
After Tobirama Senju died during the First Shinobi World War, Hiruzen Sarutobi became the Third Hokage. Tobirama had intended him as a transitional leader while the Senju’s younger generation matured.
