"Does the barrier have a Genjutsu Jutsu effect?"
"That's right. This Jutsu was specially developed by the Second Hokage. It not only physically isolates the area from the outside world, but also subtly subjects designated targets within the barrier to Genjutsu Jutsu."
After dispelling the barrier, Kakashi walked over to them and offered a brief explanation. "I'll let the Hokage explain the details."

Tobirama surveyed the wreckage, then glanced at the First.
Hashirama Senju understood at once and clapped his hands together. A row of wooden stakes shot up from the ground, growing furiously until they enclosed the entire area around the Hokage Building. Although Kakashi had maintained the barrier earlier, someone might still wander near the Hokage Building at night.
It would be troublesome if anyone saw that the building had collapsed. Putting up a fence would help; at least in Konoha as it was now, anyone who saw that wooden fence would know who was there.

"Tobirama originally wanted to test this barrier's effects on dojutsu users. After all, the strongest opponent this barrier was designed to counter was someone with the Rinnegan, and the Byakugan and Sharingan were the most suitable test subjects available... But the effects don't seem particularly significant. Even with the Fifth Hokage stalling you, you weren't disrupted much in the end, nor did you fall under genjutsu."
"There simply wasn't enough time. The concept behind this Jutsu is sound, and they were already affected. The effects just weren't obvious. I'll improve it further."
