Apart from the commotion when the Demonic Statue of the Outer Path was brought over, Otogakure had remained relatively quiet. At least so far, the Shinobi World still had not discovered that Reshape was hiding in this village.
This also had to do with how normally Otogakure Shinobi Village had behaved after Konoha's Chunin Ninja Exams. After all, it was Orochimaru's village and had participated in the Konoha Crush Plan, even though the plan had never been successfully carried out in the first place, and all the participating Ninja from Otogakure had been eliminated before reaching the final tournament.
Any other village would probably have been waiting in terror for Konoha to come and settle the score.
In truth, this was a case of overlooking what was right under one's nose. To Konoha, Otogakure Shinobi Village was simply too insignificant. Even though Orochimaru had joined the Reshape Organization, he had long since abandoned Otogakure, at least officially.
By now, the people of Otogakure Shinobi Village did not even know that Orochimaru was their Leader. Instead, the village was managed by Guren and other subordinates whom Orochimaru had once abandoned.
Meanwhile, Reshape, hidden in the deepest reaches of Otogakure Shinobi Village, was steadily advancing its plans.

The chamber was filled with emerald-green liquid. The liquid itself gave off a faint glow, and faint sounds could even be heard coming from it.
Both the sight and the sound were unsettling.
