On their second day in Amegakure Ninja Village, Asuna and the others were led by Amegakure ninja to meet the young ninja at the Ninja Academy. Given the village's size, it naturally could not establish a comprehensive education system. It had only one teaching building, and even that was smaller than the smallest one in Konoha Ninja Village.
During the Warring States Period, most ninja clans had migrated to the Five Great Nations, with only a few settling in the smaller countries. The Land of Rain's harsh environment meant that precious few ninja clans came there. Most of the students the village recruited were orphans with no one to rely on but reasonably strong constitutions.
Even so, these students were hardly outstanding, and their abilities were limited. Asuna and the others quickly realized this as they practiced with the young ninja.
As mentioned before, Amegakure ninja retained a traditional style of combat. Rather than pursuing Ninjutsu with tremendous destructive power, they studied techniques that confused or restrained their opponents, such as the Three Body Technique and genjutsu. As for the five elemental releases, they only needed enough power to get the job done. Anything too powerful would require more chakra than they could muster.
Children Asuna's age did not have enough chakra to use many Ninjutsu unless they possessed a special kekkei genkai inheritance. Asuna, for instance, had Senju Clan blood. If she had only inherited the Kazemori Family's bloodline, being able to use five C-rank Ninjutsu would already have been impressive.
That was why ninja placed such importance on the fundamentals of taijutsu. Aside from developing physical ability and reflexes, it accounted for the fact that young ninja lacked the chakra to use many Ninjutsu, so taijutsu made up the bulk of their fighting.
