Had he been asked to discuss politics or diplomacy, he would likely have been extremely cautious, but when it came to scholarly matters like these, few could rival him. During his years of confinement in the High Tower, studying had been the only thing he could do besides training his chakra.
Konoha High Command naturally knew a great deal about military affairs in the Land of Wind, such as matters concerning its ninja, but they knew little about the country's culture and customs. Ninja in the past had never needed to understand such things. After Kazemori Masaki took office, however, he required the senior leadership to study more in their daily lives and broaden their knowledge.
Traditional ninja were much like mercenaries. They did not need to understand politics or economics, learning at most whatever their daily lives required. For instance, after the Shinobi Villages were established, some ninja did gain a little knowledge of such matters, but they could not possibly compare with the aristocratic officials who specialized in those fields.
This was also why traditional ninja could not replace the aristocracy in governing a country. Even setting aside the severe internal strife that a military conflict would cause, if they defeated the nobles, their feeble administrative skills would send the country toward collapse before they had time to improve their abilities.
However, after Kazemori Masaki introduced policies for the village to support commerce, the senior leadership had to acquire some knowledge of economics to manage merchants effectively and prevent their greed from harming the village's interests. As their territory expanded and they began developing closer relationships with other nobles, they also needed to understand politics.
Originally, they had not needed to know very much.
