Kazemori Masaki had already discussed these ideas in his vision for the Shinobi Alliance, and now he was defining them more clearly, prompting Bunpuku to nod again and again. To a traditional Shinobi Village, they were undoubtedly fanciful notions that would inspire nothing but the thought, "How could that possibly work?"
