The most ingenious feature of these aerial combat ninja tools was that they did not strictly require the user to be a wind-nature ninja. The Research Department had applied principles used in explosive tags, sealing Wind Release jutsu formulas inside the equipment. Simply injecting chakra would release the formulas, producing thrust through Wind Release.
Wind blast tags, which worked on the same principle as explosive tags, had never entered service because their jutsu formulas activated on the tags themselves. Unlike Fire Release or Lightning Release, Wind Release was difficult to concentrate into a focused burst. Achieving that would sharply increase production costs, undermining the convenience of a disposable tag. With aerial combat ninja tools, however, this was much less of a problem.
The team had installed numerous jets in the aerial combat ninja tools. With ducts compressing and directing the airflow, the power of Wind Release would not dissipate as it normally did, providing the necessary thrust. The chakra metal circuits on the surface could also control the shape of the airflow. Although this still required some chakra control from the user, the circuits provided enough assistance that even ninja without a wind affinity could operate them.
Of course, the circuits were still fairly crude—not because the team did not want to make them more refined, but because this was the limit of their current technology. As a result, the airflow patterns that chakra control could produce were not especially complex. The equipment remained relatively basic to operate, without the versatility of a wind-nature ninja.
Kazemori Masaki understood this. If new ninja tools could replace the chakra control of elite ninja so quickly, who knew how many people could simply retire? Science and technology had to advance one step at a time. Allowing ninja without a wind affinity to use
