Personality
Sengoku considers himself rational, but command repeatedly tests his composure. Pirate emergencies, World Government interference, and Randall’s unauthorized actions leave him rubbing his temples, shouting, or breaking telephone receivers. His frustration also fuels sarcastic exchanges with Randall and familiar arguments with Garp and Zephyr 85 209 342 546 569.
His defining political priority is stability. As Fleet Admiral, he believes he must consider the wider seas rather than a single officer’s grievance. This places him at odds with Zephyr over revenge for fallen Marines and with Akainu over whether eliminating an Emperor justifies the resulting upheaval. Zephyr’s accusation that he has changed visibly wounds him 308 319 320.
His compromises do not erase his concern for individuals. He mourns lost personnel, orders compensation for their families, and attempts to limit the Government’s persecution of innocent pregnant women and infants. His attachment to the office is partly defensive: he fears that resigning or being replaced would leave the Marines under a complete Government puppet 32 132 154.
Sengoku is also capable of discreet generosity. After publicly claiming Randall’s captured sword for the Government, he deliberately lets Randall reclaim it as an unofficial reward. He recognizes talent and contribution even when regulations prevent further formal recognition 131 132.

Story Role / Major Arcs
Recognizing Randall’s Talent
Sengoku first becomes involved with Randall after Borsalino reports an unfamiliar energy distinct from Haki. He joins the senior officers investigating it at the Training Ground. A month later, Zephyr’s report that Randall has surpassed Milers and learned Armament Haki in one day convinces Sengoku that this “monster” must remain in the Navy 2 28.
Initially cautious about exposing Randall to a lethal operation, Sengoku accepts Zephyr’s argument that soldiers need genuine danger to develop. Randall’s survival of Garp’s roughly ninety-percent-strength punch further overturns his expectations. Sengoku then brokers a mission-based route to promotion directly to Vice Admiral 81 86.
Bullet’s Capture and the Fleet Admiral Handover
Sengoku assembles ten warships, five Vice Admirals, and Garp for a Buster Call-style operation against Bullet. He includes Randall as the promised promotion test and intends the victory to lend prestige to his formal appointment as Fleet Admiral 106.
Golden Lion’s breakout forces him to send Garp and Borsalino to Impel Down. The remaining fleet then falls into Bullet’s ambush: a Haki-coated submarine damages warships, while an allied swordsman attacks the fleet. Sengoku orders the sailors rescued and confronts Bullet himself 109 110 111 112.
During the battle, Randall suspects that Sengoku deliberately selected the participating Vice Admirals and only halfheartedly opposed Ziegler’s death. Sengoku’s silence reinforces Randall’s belief that he has been used in a larger plan, though the precise strategy remains unexplained 120.
Sengoku repeatedly tries to protect Randall as Bullet escalates. Their eventual teamwork allows him to land Life and Death Annihilation, seriously injuring Bullet. After Garp returns carrying the unconscious pirate, Sengoku orders Seastone restraints, acknowledges Randall’s decisive contribution, and arranges compensation for the fallen soldiers’ families 125 128 131 132.
His formal installation follows. Sengoku declares that Marine justice should reign over the world, and his appointment is announced internationally 138 139.
Government Orders and Their Human Cost
The Five Elders compel Sengoku to carry out a South Blue search targeting pregnant women and babies. He protests that innocents will die and tries to narrow the order, but threats to replace him leave him unable to secure a concession 154.
He similarly resents being forced to implement the Shichibukai system, particularly the prospect of granting vicious pirates legal permission to plunder. During the impending destruction of Ohara, his strained response exposes the conflict between his personal feelings and his responsibilities as Fleet Admiral 153 209.
Golden Lion and Kaido
Randall’s solo capture of Golden Lion offers Sengoku a chance to restore Marine prestige. He praises Randall and considers rewards, but the celebration becomes a confrontation when CP0 demands Randall’s immediate attendance at Mary Geoise 218 220.
After Randall returns safely, Sengoku affirms that whatever his unexplained background, he remains a Marine. His curiosity grows when the Five Elders suppress the ensuing Celestial Dragon scandal 227.
Kaido’s arrival forces Sengoku to defend Headquarters in Buddha form. Together with Zephyr and Randall, he subdues Kaido after several hours. Unable to have him killed because of Government restrictions, Sengoku decides to send him to Dr. Vegapunk 227 228.
Totto Land and the Stability Dispute
When Zephyr gives Randall a Log Pose to Totto Land, Sengoku tries to recall him. Randall’s pursuit of revenge for fallen soldiers risks killing an Emperor and destabilizing the seas. Sengoku’s argument that stability requires sacrifice triggers one of his sharpest disagreements with Zephyr 308 320.
He sends Kizaru to tell Randall not to kill Linlin, but her death leaves a power vacuum anyway. Sengoku dispatches Kizaru to maintain order, prepares publicity through Morgans, and pushes Randall to address the gathering pirate fleets and Whitebeard’s approach 319 323 324 325.
After the month-long operation ends, Sengoku reprimands Randall for more than two hours over acting independently. He nevertheless closes by recognizing his achievement and passing along the Five Elders’ commendation 342.
Later Operations
Sengoku pursues recruitment for the Shichibukai, including the World’s Greatest Swordsman, and assigns Randall responsibility for finding a replacement after Jinbe’s death. He also approves plans surrounding Rayleigh’s capture and public execution, while Randall selects a venue away from Headquarters and requests Aokiji’s support 345 367 392 393 398.
When the Seven-Star Sword corrupts Mihawk, Sengoku warns Randall that at least five islands have been slaughtered and that Mihawk may be heading toward G-1 for revenge. Akainu is sent to track the threat 457.
CP0’s Attempt to Seize Garp
After the Revolutionary Army steals classified research from the Holy Land, Sengoku assigns Akainu to pursue Dragon when Randall declines the Government’s preferred assignment 513 515.
CP0 then demands Garp as bait, openly planning to inflict near-fatal injuries. Sengoku refuses and attacks after further provocation, but an agent nullifies his shock wave. The threat of losing Marine funding forces him to stop, and Garp agrees to surrender to spare the organization 516 517.
Randall intervenes remotely through Den Den Mushi and forces CP0 to apologize. With forgiveness left to him, Sengoku negotiates half of CP0’s funding for three years, reserving the settlement for G-1 battleship construction 518 519.
Randall’s Break with the World Government
Sengoku tries to prevent Randall’s public execution of captured Celestial Dragons, only to learn that eight have already been killed. Randall challenges him for worrying about consequences without questioning whether the prisoners deserved death. Sengoku then prepares to restrain Akainu, although Akainu ultimately withdraws once he confirms that no Government arrest order exists 546 547.
Later, Randall’s account of Laugh Tale and the Void Century leaves Sengoku disgusted by the uniform he once wore proudly. The crisis deepens when the Government strips Randall of his rank and orders a Buster Call against G-1, specifically naming Zephyr as commander 569 570 573 574.
Final War and Revival
Sengoku helps shield Marine Headquarters from a devastating energy wave, leaving himself and the other defenders badly depleted. When Randall and Imu subsequently fight near Headquarters, he realizes the confrontation is beyond the Marines’ ability to influence and prevents Akainu from intervening 581 584.
He broadcasts that Randall is fighting to save the world and that defeat may mean its destruction. Sengoku later dies during the war; Garp is found grieving beside his body after victory. Randall ultimately succeeds in reviving him 584 588.
