The Five Kage Summit ended, and the situation in the shinobi world began to grow unpredictable.
The biggest surprise was that, after Iwagakure and Kumogakure announced they were cutting ties with Konoha, Konoha promptly installed a new Hokage.
Just when everyone thought the newly appointed Hokage would try to ease relations between Konoha and the two great shinobi villages, Konoha's new Hokage, Danzo, announced that all treaties and contracts signed by the previous Hokage were null and void. He refused to recognize them.

Yet those dead ninja had appeared among the forces attacking their villages. It was simply too bizarre.
