The Naga had not openly threatened to attack or kill the Alliance's representatives, but they had been extremely unfriendly. They were only one step away from outright violence. Any further provocation would have been enough to make them attack the envoys.

After trying several approaches and still failing to meet the Naga commander, the envoy had been left with no choice but to return.
