The essence of his "Whatever Is Said Shall Be Known" was that he had split off a portion of himself, dividing his avatars into fragments as small as possible and scattering them throughout the world.
Though these avatars possessed no power, their status remained. They were extremely inconspicuous and difficult to detect, and a tiny avatar could monitor a vast area.
Moreover, since they were spread everywhere across the world, even if a Heavenly Sovereign with powerful perception discovered them and grew curious about their existence, they would assume it was a natural phenomenon—tiny creatures that had always existed in the Great Thousand World.
If Heavenly Sovereigns wished to guard against them, they could certainly do so.
Amon's avatars did not truly cover the entire world either. Deeply hidden secret realms, important locations protected by high-level arrays, and regions with extremely harsh environments all lacked these tiny Amon avatars.
