Background / History
Formation and Settlement
The Wutu Gang formed when survivors of Wutu City banded together after monsters destroyed their home twenty years before the story. They fled to Yero City, where refugee organizations competed fiercely for limited outer-city admission quotas. Hundreds of orphans became part of the price the gang paid to establish itself there 1 2.
The gang settled in District 9 and assumed responsibility for raising those children. Upon reaching adulthood, many were sold to alchemy factories rather than accepted as gang members 1 19.
Former Influence and Decline
At its height, the Wutu Gang had members inside the Inspection Office as well as the Public Security Office. Seven years before the current events, it gathered more than ten thousand people around the Public Security Office and secured the release of its planted agents despite evidence against them 47 48.
Its influence subsequently weakened as District 9’s authorities attempted to absorb outside factions. The gang lost officials and informants until Wang Yang became its only remaining man in the Public Security Office. Chen Wansen privately considers the organization weaker than it has ever been 36 37 47.

Membership Rules
- Upbringing does not guarantee membership. Children raised by the gang lose the right to call themselves members if they do not become brawlers upon reaching adulthood 1.
- Enforcers receive preferential treatment. Lin Kexian joins at adulthood, while laborers such as Lu Zhan are expelled from gang housing 6.
- Talent can restore a person’s value to the gang. After learning of Lu Zhan’s Armored Warrior aptitude, the gang seeks to bind him to a new contract despite having already sold him to a factory 6 9.
Activities and Methods
Orphan Labor and Wage Extraction
- The gang raises orphans and sells many of them to alchemy factories when they become adults 1.
- Lu Zhan is sold to the Black Star Steam Locomotive Factory shortly after turning eighteen, under a twenty-year indenture 5.
- Half of his monthly wage of 500 yuan goes directly to the Wutu Gang 5.
- Even after excluding him from membership, the gang continues to regard him as its property 6.
Talent Sponsorship and Debt
The gang uses access to aptitude testing and Armored Warrior training to create financial and labor obligations 7 9.

Resources and Constraints
- Guarded residences: Ma’s private compound has armed guards, checkpoints, and inspections. The guards carry melee weapons; Yero City’s firearms restrictions apply even to criminal gangs 8.
- Armored personnel: Ma possesses Growth Armor on his left arm, which can reshape into a scaled beast’s claw. The gang also sponsors apprentices at the Training Center 9 26.
- Official connections: Its former network included agents in both major security institutions, but Wang Yang is its last remaining Public Security Office mole 36 47.
- Military protection limits its reach: Lu’s enlistment makes retaliation risky, while the Training Center’s rules and Lu Guanhong’s protection deter the gang’s senior students 26 35.
- A ceasefire limits local conflict: The gang has a ceasefire agreement with other District 9 gangs. Hall Master Yin rejects the idea that rivals would involve the Inspection Office, since doing so could endanger all parties 36.
Story Role / Major Arcs
Attempt to Reclaim Lu Zhan
After Lu Zhan survives the Mutant Beast attack and tests positive for Armored Warrior aptitude, Ma sends Lin Kexian to collect him from the hospital. Ma stages an affectionate reunion, claims friendship with Lu’s late father, and offers training sponsorship through a coercive loan contract 6 8 9.
Lu’s Blood-Red Antenna detects predatory signals from Ma’s armored left hand, leading him to conclude that it has eaten people and wants to eat him. This is Lu’s assessment, not proof that the entire gang practices cannibalism. A later comparison with Baluk’s controlled cellular hunger strengthens his belief that Ma is abnormal 10 27.
Lu escapes the proposed contract by enlisting through District 13, deliberately choosing an area whose gangs oppose the Wutu Gang. He then enters training immediately. Ma’s subsequent intimidation attempt fails when the senior trainees prioritize their education over his orders 13 14 26 35.
Wang Yang’s Detention
Xin Ya isolates Wang Yang and Wesker because they saw Lu Zhan’s original antenna drawing. Wesker is associated with Wang Yang but is explicitly not a Wutu Gang member 36 37.
Unaware of the drawing’s significance, the gang first interprets the detention as retaliation connected to Lu Zhan. Its leaders speculate that Xin Ya either has feelings for Lu or wants to exploit his talent. Attempts to negotiate and bribe her fail; she insists that she will enforce the law impartially 37 46 48.
The leadership then fears that the Inspection Office may blame the gang for the unresolved massacre. That remains their speculation. Chen’s more immediate concern is that Wang Yang could reveal the erased records and expose a secret serious enough to get the gang wiped out by Yero City 47 48.
By the latest documented events, Chen is trying to buy time for either upheaval in District 9 or the gang leader’s breakthrough, while keeping assassination available as a contingency against Wang Yang 48.
Relationships
