Shin Uchiha had planned ahead to prevent Obito Uchiha from failing to gather the chakra of the Nine Tailed Beasts and consequently being unable to revive the Ten-Tails.

If that happened, not only would Madara Uchiha be unable to return to life, but even the legendary progenitor of chakra, Kaguya Ōtsutsuki, would remain trapped within her seal.

Over the past few years, Shin Uchiha had therefore studied the world seed and tailed beast chakra, developing substitutes for the tailed beasts.

That way, even if Obito Uchiha failed to collect the chakra of the Nine Tailed Beasts, he could release these tailed beast clones at the right moment to advance Black Zetsu's plan.

Shin Uchiha had long since beaten Shukaku, the One-Tail, into submission. After hearing his words, Shukaku nodded in agreement without even trying to determine whether they were true.

Their child was still inside the space, after all, and Pakura found it hard to be apart from either Shin Uchiha or their child.

Yet after hearing Shin's question, she hesitated only briefly before shaking her head and saying:

"Never mind. I'll return after I've dealt with everything here. Otherwise, I won't be able to stop worrying."

After all, Pakura was Sunagakure's Fifth Kazekage. At a time like this, she could hardly leave the village at will.
