Seeing his goal draw ever closer, even Black Zetsu could not help growing excited.

"Lord Madara, I think I've found the Nine-Tails Jinchuriki. He's at the border of the Land of Fire right now. Should we go capture him?"

If they provoked Shin Uchiha before gathering all the other tailed beasts, they would be put at a serious disadvantage.

The best approach was actually to capture all the other tailed beasts first and leave the Nine-Tails Jinchuriki for last. That way, they could make Madara Uchiha the Ten-Tails Jinchūriki before Shin Uchiha had time to react.
