Uchiha Sora smiled faintly. "By having the Jinchūriki and the tailed beast cooperate fully, of course. Only then can Naruto gain complete control over the Nine-Tails' power."

"That was what you hoped he would achieve when you sealed the Nine-Tails inside him, wasn't it?"

Minato Namikaze paused, then nodded. "Indeed. If Naruto can master the Nine-Tails' power, it will benefit his future and growth immensely. But Naruto is still young. It isn't time yet. What can you do?"

Uchiha Sora glanced at the Nine-Tails inside the cage and said calmly, "I'll use my power to make the Nine-Tails behave. All you need to do is cooperate with me and have Naruto remove the seal."

Since Minato Namikaze had originally placed this seal on Naruto, opening it from within required Naruto to remove it through his own consciousness. Otherwise, even if an outside force could break the seal, Naruto's body would never withstand it.
