He later discovers extensive surveillance inside his private chamber and converts the monitoring devices into Soul Guidance Robots. His larger strategy is to install Xu Tianran, accelerate war, support the opposing empires enough to prolong it, and ultimately replace all four states with his Mechanical Empire 130.
